It is about the sorry state of a local university, whose mascot is a Terrapin and whose athletic slogan is "Fear the Turtle." A while back this picture appeared in Sports Illustrated in an article about clever fan insults, this one from a Dukie.
But I can't complain, because I recently saw this sign at the local university.
